Sunapee voters reject municipal budget

SUNAPEE — In ballot voting Tuesday, Sunapee voters rejected the proposed municipal budget of $11.03 million, 516-494.

As a result, the town may hold one special meeting to vote on a revised budget or a default budget of $10.1 million, plus certain adjustments required by law, will go into effect.

Voters also rejected an article that would have levied an additional motor vehicle fee of $5 to support a municipal transportation improvement fund.

Voters rejected three of the 11 articles proposing changes to the town’s zoning ordinance, including one that wouldn’t have allowed decks to be enclosed; another that would have added outdoor generators, commercial appliances, hot tubs and wood furnaces to the definition of structures; and a third that would have added building-mounted heat pumps, transformer boxes and pergolas to the definition of minor structures.

They supported a zoning change that clarified that the 1,000-square-foot maximum for accessory dwelling units includes only living space.

In separate warrant articles, voters approved $280,000 for a fire apparatus capital reserve fund, $260,000 for a highway and transfer station reserve fund, and $121,000 for a town road bridges reserve fund.

They narrowly approved $200,000 for the town dock and boat launch repair reserve fund, 518-502.

They decisively approved $250,000 for reconstructing and paving town roads, 693-323.

Voters supported the adoption of the Sunapee Community Power Plan, as well as a petitioned article asking the town’s elected representatives to oppose expansion of taxpayer funding for private education, as well as another petitioned article to confirm the town’s support for the town and state’s current procedures “with regard to ethics, transparency, conflict of interest, and Right to Know request.”

In a three-way race for two three-year terms on the School Board, voters chose former state Rep. Linda Tanner, 703, and Tiago Pereira, 686, over Peter Hoekstra, 360.

Voters also approved all school articles, including a budget of $14.96 million, as well as a separate article for the cost associated with a new agreement with the Sunapee Teachers Association, including $213,000 in the first year.

In an uncontested race, Frederick Gallup and Aaron Whipple earned three-year terms on the Selectboard.
