Police release name of man found dead outdoors in White River Junction

WHITE RIVER JUNCTION — Hartford police have released the name of the man who died underneath the Hartford Avenue bridge last Thursday night.

Richard Riff, 54, was found deceased in an area frequently used as an encampment by people who are unhoused.

The cause of death has not been determined, but “there is no reason to suspect foul play,” Hartford Police Chief Connie Kelley said by phone Wednesday morning.

Riff’s body has been sent to the state medical examiner’s office in Burlington, where an autopsy will be performed.

The Hartford police department located Riff’s body last Thursday evening when officers responded to a call at 6:48 p.m. reporting a concern about the well-being of a man underneath the bridge, which spans the White River between the Bugbee Senior Center and the Co-op grocery store.

“It appears that it was probably an encampment,” where the body was found, though Kelley did not know how many people were living in the area at the time.

“To know one hundred percent how many people are sleeping outdoors is difficult to assess,” she said.
